There is an immediate open position for an Engineering Branch Manager / Vice President in our Circleville, NY office. This is a permanent and full-time position. Candidate may be required to travel to our other office locations on an as-needed basis. Candidate will manage and mentor a team of 20 engineering and inspection staff. Candidate will oversee all QA/QC functions to ensure accurate and high quality deliverables in accordance with ISO 9001:2015. Candidate will act as Lead Engineer for civil related projects such as water, wastewater, roadway, and municipal design projects and will supervise design and construction inspection of municipal projects such as roadway, water and sewer utilities, water and wastewater treatment systems, municipal buildings, and culverts and bridges. Candidate will interface with clients and public agencies to foster relations and seek to procure new projects. Candidate will review detailed design work, contract drawings, technical specifications, and contract drawings, and provide approval and work-around solutions to designated design and construction inspection staff. Candidate will visit various project sites as required to examine field conditions and meet with field personnel, and will attend meetings with government agencies/entities, architects, engineers, design professionals, professional organizations and community groups, and the public to provide advice and information concerning municipal projects. Candidate will generate reports, memos, and other documentation necessary to support engineering designers. Candidate will prepare, review, and participate in proposals, rate and hours estimate preparation, interviews, and negotiations. Candidate will review and manage client contracts and design coordination, and will manage project budgets, billing, and staff hours. Candidate must have demonstrated interpersonal, oral, written, and communication skills and be able to work independently and make independent decisions.


  • BS in Civil Engineering or related fields is required.
  • MS in Civil Engineering or related fields is desirable.
  • Must have New York State Professional Engineering License.
  • Must have New York State Driver's License.
  • Water and Sewer Plant Operator License in New York is desirable but not required.
  • Qualified for ASCE Grade VI.
  • Minimum 10 years' full-time experience in design and construction inspection with municipal projects.
  • Strong familiarity with water resrouces and wastewater design process.
  • In-depth knowledge of AutoCAD Civil 3D, developing hydrologic and hydraulic modeling, and analysis using HEC-HMS and HEC-RAS.
  • Experience in the preparation and management of public bid construction contracts/specifications and working knowledge of InRoads and MicroStation is desirable.
  • Must be familiar with local agency regulations, including NYSDEC, NYSDOT, NYSDOH, and 10 States Standards.
  • Working knowledge of New York STate Uniform Fire Prevention and Building Code and State Energy Conservation Construction Codes as well as NFPA Standards is desirable.
